New public policies in the field of sustainable urban mobility

Between July 26-28, a North-West ADR expert participated with four members of the Regional Committee of TRAM Representatives in a training session organized in Cluj-Napoca regarding the formulation of public policies in the field of sustainable urban mobility.

The purpose of the event was to contribute to increasing the capacity of NGOs and social partners to formulate alternative public policy proposals to promote cycling with the aim of limiting noxious emissions, improving air quality and public health and to use urban public space more rationally.

Thus, the event falls under Action 3 - "Regional Urban Mobility Group" from the TRAM Action Plan entitled "Urban Mobility Academy", promoting the exchange of knowledge in the region, the formation of a common vision in terms of shaping the future Regional Operational Program and connecting to training opportunities, while providing technical knowledge to local authority representatives in order to ensure success in the implementation of urban mobility projects.

During the training, the first day was dedicated to discussions on the concept of urban mobility, during the second day, the issue of public policies was addressed - access to information, the cycle of public policies, as well as decision-making transparency and social dialogue.

The presentations were followed by a series of practical exercises where the participants could debate the causes of urban traffic congestion and the effects of the phenomenon, later working together to identify solutions and proposals for solving the problems.

The training session was concluded with the presentation of the results of the report on national and local strategies to encourage cycling as well as the conclusions of the comparative study on the policies to encourage cycling, implemented in EU member states and non-member states.

The training is part of a series of events organized within the project "Development of the partnership between NGOs and the administration to promote sustainable ways of transport within the localities", financed by the Administrative Capacity Operational Program (POCA) 2014-2020, Priority Axis "Administration" efficient public and judicial system". The project is implemented by ADR Sud-Est in partnership with the Organization for the Promotion of Alternative Transport in Romania (OPTAR). The TRAM project is financed from the European Regional Development Fund (ERDF) through the Territorial Cooperation Program INTERREG Europe 2014-2020 and aims to stimulate collaboration between partner regions and support the exchange of best practices in the field of urban mobility, thus facilitating the transition to modes of transport urban more efficient, cleaner and more sustainable, at the same time contributing to the improvement of the implementation of Axis 4 within the Regional Operational Program 2014-2020.
