ADR Nord-Vest is putting the following post to competition: TECHNICAL EXPERT, a position for an indefinite period, within the Urban Development Support Department, ROP Implementation Directorate.

It contributes to the achievement of the strategic development objectives of the North-West Region by supporting the implementation of the integrated development plans for the urban development poles;

Main Responsibilities:

• Supporting the development/updating/modification of programmatic documents related to the implementation of sustainable urban development in the period 2014-2020;
• Supporting the Urban Authorities in fulfilling their responsibilities;
• Supporting the monitoring of the Supporting Document for the financing of interventions from the ESI Funds 2014-2020;
• Providing support for the implementation of sustainable urban development in the period 2014-2020;

Education and qualifications:

University studies, bachelor's level, according to GD 615/2017, fundamental fields:

Engineering sciences,

Branch of science: Civil engineering, Bachelor's field: civil engineering;

Humanities and Arts,

Branch of science: Architecture and urbanism, Degree fields: Architecture and Urbanism;

The experience:

Experience in the technical field (civil engineering, architecture, urban planning), after graduation, of at least 3 years;

Knowledge/skills/competences:

• Knowledge about the development and implementation of sustainable urban mobility plans;
• Knowledge in the development of strategic documents (integrated urban development strategies, sustainable urban mobility plans);
• Knowledge of developing technical documentation for infrastructure projects (DALI/SF, technical projects);
• Knowledge of project management, certification with the Project Manager diploma is an advantage;
• Experience or knowledge of IoT (Internet of Things) services, devices and applications;
• Collaboration with local public administrations;
• Teamwork;
• Very good communication skills;
• English language – advanced level;
• Ability to analyze and synthesize;
• Very good knowledge of using Ms Word, Ms Excel, Ms PowerPoint, AutoCad-Archicad;

• The announcement regarding the organized competition will be sent to AJOFM and will be posted on the ADR Nord-Vest website on 03.09.2018.
• Interested persons, who meet the specified mandatory requirements, will send the following documents by email to the address: resources.umane@nord-vest.ro by 10.09.2018, at 4:00 p.m.:
  • copy of identity document;
  • CV dated and signed;
  • the letter of intent with the date of submission and signature;
  • copies according to study documents;
  • copies of the documents certifying the professional experience (according to the requirements), signed, with the registration number from the employer;
  • copies of any official legal documents, relevant to prove training/certifications and/or acquired knowledge (signed and with registration number);
  • the criminal record (valid for 6 months from the date of issue) or declaration on your own responsibility that there are no entries in the criminal record.
• on 13.09.2018, until 4:00 p.m., only people who meet the mandatory requirements of the position will be contacted by phone or e-mail to be invited to appear for the competition.
• The written test (written test of knowledge in the specialized field according to the bibliography, PC-Word and Excel operating knowledge test) will be held at the secondary headquarters of ADR North-West at the address in Cluj-Napoca, Calea Dorobantilor no. 3, Cluj on 19.09.2018, starting at 10.00. The duration of the examination is on average 3 hours.
• The communication of the results obtained in the written test (written test, PC operation test) will be done by phone and/or by email until 21.09.2018, at 16:00.
• The selection interviews (in Romanian) will take place on 26.09.2018, at the time communicated by the commission, at the secondary headquarters of ADR Northwest at the address in Cluj-Napoca, Calea Dorobantilor no. 3, Jud. Cluj. Only candidates who obtained the minimum score required for promotion in the interview stage will participate in the selection interview.
• The communication of the results obtained at the selection interview and respectively the final results of the competition will be made by 28.09.2018, after the completion of the work of the recruitment and selection committee.
