In order to prevent a systemic irregularity regarding the rule of equivalence in the establishment of technical specifications within the award documentation, the implementation of measures to modify the Electronic Public Procurement System (SEAP) is being considered, so that the notices published by the contracting authorities/entities contain Section VI – Additional information, Subsection VI.3) a general specification that compensates for the lack of the phrase "or equivalent" in the specifications.

Until the Electronic Public Procurement System (SEAP) is modified, please keep in mind that for all procurement procedures launched at this time in SEAP, the phrase "or equivalent" should be provided, if applicable. In the situation where the phrase "or equivalent" is not provided, we recommend publishing an errata in this regard, if the terms provided by law allow taking this remedial measure
