The Northwest Regional Development Agency, as the Contracting Authority, wishes to purchase electronic newsletter transmission services, between April and December 2017
According to the conditions of visibility and informational transparency, OI has the obligation to send a monthly electronic bulletin (newsletter) with information about the ROP, which is called the REGIO Alert. In addition, other intermediate newsletters can include all the information and communications of an urgent nature, which are transmitted electronically, depending on the important communications sent by AM POR, the relevant ministry or other communications of this kind, whose final destination is POR beneficiaries and the public- the broad target consists of potential beneficiaries and the public interested in financing through the ROP.
Consequently, ensuring the transmission of this information has the following technical specifications:
- e-mail address database storage, unlimited number of addresses;
- automatic storage system and correct management of the e-mail address database (deletion of duplicate e-mail addresses, automatic system of deletion from the database of delistings on request, etc.)
- transmission of electronic information through a monthly newsletter plus several alerts per month, to an unlimited number of e-mail addresses;
- providing technical assistance during the transmission of electronic information to the entire database.
We estimate the transmission of approximately 50,000 emails per month, for the period April-December 2017.

Interested bidders will publish their bids on the website https://www.e-licitatie.ro in the heading Procedures for awarding-direct purchases-catalog of products/services/works. The offer is posted in the SEAP electronic catalog, at the code CPV 72318000-7 Data transmission services and will have the name Sending ADR NV newsletter or sent by email to the address secretariat@nord-vest.ro and/or nicoleta.glodan@nord-vest.ro Failure to comply with the name may lead to the impossibility of selecting the offers by the contracting authority.
The language of the offer is Romanian. The financial offer is valid for 8 months (May-December) AND is shown in lei/month with and without VAT
